Can a Non-Eu with B residence permit take a flight to Barcelona without passport? My passport is sent to another embassy for visa stamping and I have receipt for the same
checked eticket for any identity conditions but couldnt find anyone.

Yes, As long as your B Permit is Valid.

I had always understood that you're obliged to have your passport to travel, and that your permis is not acceptable on its own.

Airlines will want to check your passport (been there, seen it, done it). No passport = no flight (unless you are really lucky, the check-in agent is lazy/half asleep/all of the above),

Unlikely that B permit will help you get out of a Thai jail, although I did get asked by the Thai agent in Bangkok for my permit to show I could legally go to Zurich, so I go with both.
Never a problem entering with just the B permit, ever. I'd take both but keep them in separate places.

I have travelled to Germany without my passport and only my Swiss work permit. I have travelled by car and train.
The airport is probably more strict in this regard.
Perhaps you could get a second passport?

In addition to those countries mentioned above, as a non-EU with B permit, I have travelled without my passport to Italy, Austria and Liechtenstein by rail and PostBus / PostAuto without any issues.
