Billag Petition - Please sign

I did post this in the 'Do I need to get a license from Bilag' but thought it should have a separate thread as many people probably don't check that thread anymore.

The aim of this petition is to reduce the radio and television fees and to relieve the fee payer (i.e. you and I, the public).

We Swiss pay the highest radio and television licenses in Europe: fees of CHF 462 per household each year are paid.

The fees terror has no end: from September 2008, the Billag has chased, on behalf of the Federal Council, the mobile phone and PC owners. Companies are also fleeced. From 2010, commercial enterprises and small companies are ripped off: no television is seen, but simply charged.

Last Autumn, the Parliament decided to change the system. Under the title "general budget levy", a new media control was introduced. Every individual and every company has to pay - regardless of whether a receiver is present or not, being used or not. A scandal without equal!

The committee "200 francs is enough," asks that:


The radio and television fees are lowered to 200 francs per year. Thus, the fee payer will be relieved.
Any savings in Billag (currently 10 million) and unpaid fee revenue (currently 67 million) are used to reduce the fees as a refund.
Parliament must enact a provision that persons or households and companies that consume demonstrably neither radio nor television, are exempt from the fee. Thus these mad fees are limited.

I won't argue whether the swiss TV should survive or not. The quality is nothing to write home about. However, the Swiss TV definitely doesn't need Billag to survive. As I see it, Billag is a proof that the road to hell is paved with good intentions. A fundamentally fair ideal that only those should pay who watch TV or listen to radio was progressively bent to ensuring that nobody can escape the clause and everyone has to pay in the end. As it stands, Billag is nothing but a money sink that wastes a large part of the money it collects on collecting more money with increasingly questionable ethics.

If they just scrapped the whole thing and included it as part of the taxes, they would actually save money by not having to pay all the bureaucrats in Billag. It wouldn't be any less fair than it is now.

The idealist in me would want to retain the fairness and allow people to opt out from paying for either, but I don't think that is a realistic expectation at this point.

It's not about the survival of Swiss TV. It's about the financing of Swiss TV.

Billag is an inefficient and rather nasty way (with knocks on doors from inspectors) of collecting the fee. Once there was a reason for a "licence" as many people did not have a TV, but when the internet is also counted as you can watch online and 99% of homes have a TV in some form or other, there is very good reason for financing/subsiding Swiss TV through taxation.

This "CHF200 is enough" campaign is unlikely to succeed. But the numbers who sign up will send a message that "Billag is not the way". Plus dodgers like Economisto won't be able to pass his unpaid Billag cost on to the ones who do pay...

This petition is absolutely wrong.
The petition should ask for the complete abolition of the licence fee.

Surely it's fairer not to subsidise the recreational choices of the few, onto the many? Or even the many onto the few. Maybe there should be a 150chf per year cinema tax? If entertainment can't self finance, then surely it shouldn't exist? And the internet to every home argument rubs both ways: if remote farmer can connect to the internet to see Swiss culture and news, surely that further makes Swiss TV redundant?

We could extend this argument on to the railways and all public transport. If it can't make a profit on its own two feet - it should be shut down.

It's not really up to us what Switzerland does with its broadcasting. But clearly without subsidies it would not exist. Would the Swiss be happy to take their news and entertainment from Germany, France and Italy? I think not. So until the Swiss population reaches 25million and they all speak the same language, some sort of subsidy is required.

The question is 'how should this be raised'? The Gestapo-like and highly inefficient Billag? Or though Federal support raised by taxation??

We can extend any argument anywhere - one hopes the common will combined with legislation will separate entertainment and news from surgery to remove a tumour.

They absolutely and provably would. So many people are unhappy with the Billag and generally having to subsidise Swiss TV because they don't watch it. Most kids sit in front of MTV DE and a range of other same-language programming from an economic titan across the border broadcasting to over 100m people. Swiss TV cannot and should not compete with that just as it does not compete with Germany's car manufacturing industry. Rather they should look at outsourcing Swiss-essential programming to Deutsche TV and equivalents in France etc for making eg one hour per day of Swiss cultural programming.

The fee is for both Swiss TV & radio. But a lot of the money collected goes to Billag and does not reach the industries they are collecting for.

The ONLY people exept are those who work at Billag.

Would be great to get rid of Billag, and everyone pays a smaller fee via tax or some way with minimal overheads.
