Where can I purchase a good quality tripod for my video camera in Luzern or Basel?

If you're from the states, consider getting one from there. Here on Treasure Island they will charge you an arm and a leg for one.

Former Eschenmoser (now Fust) in Basel has a smallish but high-quality photo section. You'll find them here:

Apart from that: there's Photo Marlin on Bankverein. They're expensive as heck and extremely unfriendly. I try to avoid them whenever possible.

Mediamarkt also has some tripods, but nothing fancy.

By the way, if you go to Eschenmoser keep in mind that they will match any price you find online (in Switzerland). If you are not aware of this they won't tell you, but if you tell them you found it cheaper at digitec for example, they will match the price.
