Am I the only person who's never been visited by the Billag?

I sort of figure it has something to do with working long hours and rarely being at home, but still, 6.5 years here and I've never had the pleasure.

Your quote is correct but incomplete. Billag TV fees are only applicable to computers if you have (1) a broadband Internet connection, (2) a software to receive TV and (3) a (paid or free) subscription to receive TV.

If you don't have a home phone it takes a long time over 7 years in my case, l got a letter 3 months after opening a Post Finance account, so I think that may be relivent.

But every computer/smartphone comes with a browser. A browser is capable of receiving radio programmes.

However, if you only listen to say Radio 4, why should you pay Billag if you do not access anything Swiss?

Lastly, I remember reading that the Govt is discussing new ways of collecting Billag (as according to Billag rules, I cannot see how any household ad/or adult can really escape...) to make it more efficient (also if it was a general 'tax', then no need for inspectors).

Edit: carcharhinus' link also answers my Radio 4 question - Billag don't care what you watch/listen to, they're just concerned that you have the technical means to watch/listen. Also conditions for Smart phone / computer users is very interesting - they specifically speak of an app and having registered with a service - so using a web browser and visiting a streaming site is 'tecnically' OK according to what they have written:

Well, I'm going to have to go back and re-read the whole site. But it's says "for example" not "ONLY these programs".

Anyway, we are going to have to pay because even though we don't watch TV we have a sat dish (not hooked up to anything) and a TV (also not hooked up to anything). So I don't think the guy is going to "buy" that we don't watch it. I'll do my best though to convince him!

If you own a TV you have to pay billag. That bit is pretty clear in the rules...

We literally do not own a TV. I moved out of my parent's home 15 years ago, and never had a TV since...

Good for you - you are not really missing much. Myself, I very rarely watch live TV; more often than not download programmes from the net to watch - even then this is infrequent. Since we have our 2 boys the TV really doesn't hold much more interest

No one is disputing that. But it's silly because I can't get TV on the TV and the dish is connected to literally nothing.

You can however get TV on the internet. And that's the point. If you have the capacity to receive you have to pay. Not if you actually watch it or the TV works or not.

I have not gone back to read the rules again. But that is the principle.

I declared to the billag, that I own only a PC (more then 3 years ago), pay only 144.60 sfr per year (Radio),had not been contacted by billag again.

Just to clarify - at this point, the conditions for being liable for Billag fees when you do not own a TV but do own a computer are cumulative - meaning as per Swisspea's and 22yard's posts they are not liable if the appropriate software and subscriptions are not in place.

This is not the case with the radio fee, as per the recent court decision. It should be noted that the court decision is specifically limited to radio.

I pay radio, but not TV. I have told Billag why I do not pay TV, they are satisfied. Until the law changes, I will continue to pay only radio.

What grinds my gears is not so much the fee, but that it is paid to a private company. (Especially in light of the Billag exec salaries...)

Were Billag to be done away with and in it's place a TV tax imposed that went straight to the gov't with the rest of my taxes, I would pay it even though I am not a TV watcher. Heck, I fund a whole host of public goods that I don't use - and I don't mind paying the government for those, because they benefit society as a whole, and thus me indirectly.

But the notion that the government makes it mandatory to pay a private company for a service one does not use... that should make everyone's blood boil.

I often get the sense here that private companies run this country, even more so than in the UK and USA. Just look at the ruling council, Ammann is head of a large corporate union. Conflict of interest, anyone?

My friend who got Swisscom Internet+TV at her new flat 7 months ago hasn't had to pay any "billag" yet.
Is it included in what you pay to Swisscom for TV or has she just been lucky so far?

I claimed that I do not watch free to air tv as I do not understand any of it and therefore I should not have to pay.

Since then we just pay for radio.

WHat is the definition of "owning" ? if you repo out all your belongings every night for 24 hours rolling, do you technically own them ?

Also, can the Billag person prove that you are a human being liable to tax ? ask him to provide you with the definition of the above vs say a human-looking blob, complete with standard variety karyotype to compare against yours (assuming they have the right to draw DNA samples).

Alternatively, you can state that you are just human chattel, in other words enslaved to somebody not residing in Switzerland. You have not freedom of action, and no legal personality either.

You could also pretend that you are not there when the Billag man talks to you, and that he is just talking to himself. Can he prove that his sense of reality is not impaired ? he might be imagining persons or hardware.

There are so many ways to get away with it, it just beggars belief.
