Pre-Paid SIM Card Limit?

I bought a M-Budget pre-paid SIM card last week at M-Electronics. When I was buying it, the salesman asked me if I had any pre-paid M-Budget SIM cards already. I said I did have one. He said that he could in that case only sell me two, as nobody is allowed to have more than 3 I only wanted to buy one, so that was OK with him, but I just became curious about this "max 3 pre-paid SIM cards per person" rule he told me. (And why was he asking me? If it's a rule, shouldn't he have a record of how many SIM cards I have?) Is that a law in Switzerland? (I never heard of that if it is). Or is it a M-Budget thing? Or was this salesman just have his M-Budget head up his M-Budget butt?

Has anyone heard anything about a limit on pre-paid SIM cards?

What does the M-Budget Terms & Conditions say. You did read it, din't you?

I believe such rules exist to potentially prevent a situation where someone buys dozens of prepaid cards in order to benefit from the initial welcome credit. I don't know specifically about M-budget, but some providers will do a promotional offer for chf 10 and the chip comes pre-loaded with chf 20 of credit.
