Avoiding double UPC Cablecom charges

In the olden days before digital TV was available on the cable connection, the standard analogue TV connection was supplied by Rediffusion, then Cablecom, & now it's UPC. Usually the whole building was signed up to the cable connection and the monthly charge for TV was (is) added to the extra charges account along with the heating costs etc and collected by the landlord / agency, with a bill once per year.

I have just discovered that since 1st October 2016 the UPC products include the CHF 29.05 cable connection fee (TV Kabelanschlussgebühr) You can see this mentioned on Comparis https://www.comparis.ch/telecom/tv-anbieter/vergleich (no English, only D/F/I ) and on UPC support page,

If you are not using UPC (Swisscom, Sunrise, Migros) you can have the cable wall connection, 3 in 1, sealed (Verplombed), contact UPC, and avoid paying the fee. I think it costs a bit,

If you are using UPC (Apart from the very basic TV connection - without a box or card) it is almost certain that you will be paying UPC for the cable connection, and also paying the owner/landlord the TV charge, Fr 29.05 + MWSt.

Solution, you should contact Landlord / Owner / Agency and point out that with your UPC TV contract, you already pay this fee. So from 1.10.2017 the TV charge should not be on your account.

Thank you very much for your email.

The cable connection fees are charged either directly to the residents or to the property management, which lists the fees in the ancillary costs statement.

The real estate administration has decided that as of May 1, 2017, the "3 in 1" cable connection fees will be charged directly to the tenant. The cable connection costs 36.90 CHF per month.

With our additional products (Connect & Play) offered since September 28, 2016, a separate allocation of the cable connection costs is no longer necessary. The costs for the connection are already included in these offers.

Die Kabelanschlussgebühren werden jeweils entweder direkt an die Bewohner oder an die Liegenschaftsverwaltung verrechnet, welche die Gebühren in der Nebenkostenabrechnung aufführt.
Die Liegenschaftsverwaltung hat entscheidet, dass per 1. Mai 2017 die "3 in 1" Kabelanschlussgebühren neu direkt an den Mieter verrechnet werden. Der Kabelanschluss kostet monatlich 36.90 CHF.
Mit unseren seit 28. September 2016 angebotenen zusätzlichen Produkten ( Connect & Play ) ist eine separate Verrechnung der Kabelanschlusskosten hingegen nicht mehr notwendig. Die Kosten für den Anschluss sind in diesen Angeboten bereits inklusive.


Wir hoffen, Ihnen mit diesen Angaben gedient zu haben.

I had similar situation. I have a old contract with UPC where Landlord pay for basic cable connection and I pay for subscription. Last month I wanted to change my contract then UPC told me that their model is changed. New contracts includes basic cable connection fee. I called agency to check if they will reduce my rent if l take over basic cable connection fee. They replied this fee is not written anywhere in my rental contract and they will not oblige. I don't know how long it will continue like this. May be at the some point of time either landlord or UPC terminates old cable connection contracts to beef up more money.

In the annual bill there is no such charge. Somehow its part of rent but not written anywhere.

I have a friend who contacted Cablecom in order to cancel this line / 'telereseau' fee every month. The fee was included in her rental contract and I expected that her rent would essentially be reduced by this amount.


In fact, what happened was that Cablecom credit her account with the cable fee every month, so essentially the landlord pays cablecom and they refund her.

If it's not written anywhere then how are you sure that it's included? Was it said verbally somewhere, or in the flat advert?


You could try getting a refund from cablecom (see my post above) if you're sure it's included.

If the cablecom charge is part of net rent rather than NK, you can still demand a reduction from next cancellation date on the grounds of Art 270a OR. You don't have a right to get a refund retrospectively though, unlike if it were part of Akonto NK.

This is what they do if the Cablecom service is provided by another company as is the case with Video2000 in Neuchâtel.
They do the same thing for us.

There were a lot of posts about it in one of the Cablecom threads last year when the changes were introduced.

I have always been paying the cable connection fees directly to UPC with a separate invoice (other than the TV,internet service invoice) which appeared every three months.
And as I am sill using UPC services I guess nothing changes for me.

Cable connection fees goes up and up every year. Now it is increased to CHF 36.90.- per month since Jan 2017 https://support-en.upc.ch/app/answer...m-january-2017.

As long as you/upc don't change contract you will continue to pay separately but you might save some money if you move to new contracts which are inclusive of cable connection fee.

hey guys

my husband actually is working with upc and explained me what is happening: with their new portfolio "connect & play" the mentioned basic access fee is newly included in the price you subscribe to (which was not the case before). now if you subscribe to the new portfolio, upc will contact the landlord and cancel the basic access fee from your "nebenkosten". like this it is quite a bit cheeper, as it used to be (considering you add prices from digital products + access fee from the Nebenkosten together).

in case you do not want to be upc customer anymore or not switch to the new portfolio, you have to write to upc to "seal" your access fee and then your landlord has to remove it from your "nebenkosten" (legally binding).

I paid my Cablecom fee this year. When I asked the landlord to reimburse this new cost to me, I was told that the landlord had also paid and was directed to claim back from UPC. I sent my claim with supporting documents Einschreiben to UPC and asked them to also cancel a further bill I had been sent. I received no reply other than a Mahnung from UPC....

Any ideas for the best way forward and avoiding a Betriebung?

My case is odd - they just sent me a bill for April to September for this connection fee.

But I'm the homeowner, and they've never sent it before and neither was it in my contract.

They never sent me notification of variation of the contract anywhere that I can find; and I'm paying the same amount for my connection as is currently advertised including this fee.

I'm obviously going to challenge it, but does anyone else have the same situation where they've suddenly sent through a bill even in a homeowner case?

Someof my friends opted for ne play and connect package without including cabel connection fees. I think we still have option of continuing paying cable connection fees to the property owner. Hope it helps.
