Swisscom were certainly guilty of passing my information to Billag (back in 2000). I'd just got a Swisscom landline and at the time of the call from Billag, Swisscom were the only official body which knew both my landline and mobile numbers.

I wish I had known at the time that Swisscom owned Billag. I could have had some fun with that.

If you gave the information to the town hall when you registered then they would have had this as well.

In my case, I was contacted by billag after years in Switzerland. I had always been registered with the local town hall, although I did newly register in Geneva this March.

Lots of people in that category actually. Or at least Billag seems to think so.

If there weren't, there wouldn't really be a business case for all these Billag guys going around and tracking them down.

I've never heard of people knocking on doors hoping to find people without an obligatory health insurance. That's because there are more efficient mechanisms for verifying that. But for some reason Billag either can't or won't do that.

Billag legally can't. On the other hand with the new law Serafe will have all the legal support and technical tools.

The system of Billag is based on the old law. It is the old law which is "inefficient". O.k. Billag is inefficient, otherwise they would have won the bid for doing the billing according to the new law.

Exactly what date will the new system come into operation? Will Billag hand over all their data to Serafe?
And what about "Wochenaufenthalter", people who have an apartment away from their home place and go home every weekend? As far as I know, they are not obliged to register where they have their during the week residence so how would Serafe find out about them?

I believe it is going to be based on where you are resident. So you pay once where you are registered as being resident and that should be all. Where you actually spend most of your time, where you sleep, watch TV, listen to radio, surf, work etc. should all be irrelevant.
I don't know if this is accurate, but I would have thought that the town halls will furnish the data of who is resident there to Serafe in this sense, so that everyone is registered once (only) for this charge.

There's talk of further exemptions during a transitory period though for who is on low income or for who has never paid it. Some people obviously have never paid it as they don't have TVs or radios.
