ok. You write it is a new laptop, so I assume your old PC worked with the router/ Access Point ?
When I dont know more than "can not connect" it is a bit difficult to give a useful advice, but try and reset it first. There will either be a reset hole, where you can reset it with apaper clip. Then try and set it up again without security.
If you can not find a reset hole, connect wired, open a DOS window and type "ipconfig". You will see a Standard Gateway. Type that into your webbrowser, and you will be able to restore to factory defaults.
If you have another pc that works perfectly fine, try and delete the wireless profile on your laptop. You will most likely have a builtin card, and the manufacturer will will also most likely have their own wireless software, so i can not tell you how to do that.
To help you better, please answer the following questons:
1: What AP/Router do you have ?
2: What is the OS and Wireless card of the affected PC ?
3: Is the AP working with another PC ?
4: Any error messages ?
5: additional information to the problem ?
