Re: Do I have to get a TV licence from Billag?

I've done a new thread about exemption from Billag fees for some people, but the info is in Jumping Captain's blog on page 51 of this thread on 11-5-2013 @12.51.

Last edited by 22 yards; 29.07.2013 at 22:58. Reason: Link added for clarity, since the reference was slightly incorrect and not everyone has the same posts-per-page setting.

Yes, all well and good, but they state that you need to inform them of any changes in writing. I am not sure if you can back date your claim.

I told them to go to hell. Just don't let them in and tell them you don't have a TV, radio or internet. They have to accept that.

Translated using Google.

The radio and TV fee will be mandatory for all households. But before the collection agency receives a renewal of a contract without tender by more than three years.

Even someone who has no TV and no radio, must pay fees in future, at least if Parliament follows the proposals of the Federal Council on Wednesday. The tax is to be levied on each new household and private companies with a turnover of over half a million francs. The corresponding change in the Radio and Television Act could come into force before 2015 according to the Federal Council's proposal.

Until then, however, the order for the new fee system is given and the system is changed, it will take a while as the Federal Office of Communications confirmed. "The fee system is implemented at the earliest in 2018," said spokeswoman Deborah Murith. The much-criticized company collection agency will therefore collect the fees for another year. Although the current contract with the collection agency from 2008 expires at the end of 2014. But the federal government plans to extend this no-bid until the new system works.

The collection agency, a subsidiary of Swisscom parastatal, the temporary solution is zupass. "The proposed extension of the contract by the Federal Council in the transition period is the best solution for all parties," says Florian Koelliker, Head of Corporate Affairs of the collection agency. "The collection agency receives a reliable solution, and the federal government does not have to find a contractor for a potentially short transition period." So argued the Federal Office of Communications: In the time available, no provider'll see who could offer the service. Why the order should not be publicly advertised.

Threat of referendum

What is presented as a brief transitional period, however, will include several years. The current contract with the collection agency extends over seven years, and he would be extended by more than three years. Takes the transition to the new levy longer, about when the two chambers of parliament, some not surprising, the collection agency could also keep their contract beyond 2018. They would go to an order volume of around CHF 200 million and more, in 2008 the collection agency had charged 54 million for its services.

Delays with the new system are already foreseeable, because the overall tax liability is likely to come before the people. Representatives of the SVP fight vehemently against it, as the Zurich National Councillor Natalie Rickli says: "We also consider a referendum if Parliament agrees to the general obligation to pay fees." She refuses to extend the collection agency Treaty by several years. Should the new Act come into force immediately the collection must also be changed. "Otherwise, the collection agency continues to make millions in profits at the expense of taxpayers," says Rickli. The Federal Council wants to get especially the collection agency alive. It was a collection agency outside the federal no longer necessary if the general tax obligation would be introduced.

According Rickli the Federal Council tried to prevent a media policy discussion:. "We have to debate about what belongs to the public service and who should pay for it in Switzerland» The Radio and TV license fees are in accordance with the Federal Council of today 462 to CHF 400 fall - but only because the company will pay more as Rickli complains: "the plans of the Federal Council also run on a new tax."

The award of fees to the debt collection subsidiary, Swisscom has repeatedly triggered heated discussions. The collection agency draws since 1998 the fees on behalf of the federal government, there are annually about 1.3 billion francs. According collection agency 97 percent of households have a radio and 93 percent have a television. For their methods such as warning commercials and home visits she has been heavily criticized. 2005 invited the federal government to be a three companies offers. The post offered a lower price, the collection agency awarded the contract anyway.

Popular initiative in preparation

Controversy, particularly the amount of fees that benefit the SRF stations and licensed local television and radio (see chart). Three years ago, brought the Facebook group "Bye Bye collection agency" the topic up for discussion. The action culminated two years ago in a petition with 143,297 signatures.

In preparation is also a popular initiative, which calls for the abolition of the radio and television license fees. In June, the group wants Solidarity Switzerland, according to self-reported start a nonprofit organization to promote direct democracy, with the collection of signatures for it.

Re: Do I have to get a TV licence from Billag?

0844 numbers are charged at the national rate. The actual rate you are charged depends on your telco supplier, for example Swisscom charge 12 cents/minute from a landline. Calls to 08xx numbers are not usually included in flat rate subscriptions.
As Swisscom is usually the priciest, I doubt anyone will charge more than that, though I guess calls from a mobile will cost more.

Re: Do I have to get a TV licence from Billag?

So, just to be sure, if I don't own a TV and I only have Cablecom Internet service at home (just Internet, not any TV subscriptions), I should only pay radio Billag?, or do I still need to subscribe to both TV and Radio?

No you have to pay both, the only way to avoid Billag is if you live in a paraffin lit cave at the very top of a mountain.

Castro is WRONG.

With no TV and no internet TV subscription, you do NOT need to pay the TV part of Billag.

Re: Do I have to get a TV licence from Billag?

However, as soon as you sign up for radio-only Billag, you will be billed the Imputed Paraffin Consumption Tax (PSV), since in theory you could have lived on top of a mountain in a cold, dark cave instead of in your TV-accessible-but-rejected home with underfloor heating.

Not arguing against what you're saying, but surely you can access RTS/SRF online (for "free") so wouldn't one think that a TV licence is/was necessary?

I could have sworn I was right, with an internet connection you have the potential to receive IPTV (e.g. Zattoo)
